Public Access Policy (PMCID)
The requirement to make publications and data from funded research freely available, NIH enforces it via PMCID.
Federal public-access policies require that peer-reviewed publications arising from funded research be deposited in a public repository. NIH requires papers to be submitted to PubMed Central and cited with a PMCID, and recent policy extends public access to underlying data with shorter embargo periods.
NIH ties compliance to award administration: non-compliant publications can hold up a progress report and the next year's funding.
Public-access non-compliance can freeze an RPPR and delay the next budget period at NIH.
