Uniform Guidance (2 CFR 200)
The federal regulations governing how recipients administer and account for federal awards.
The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards: 2 CFR Part 200, usually just called the 'Uniform Guidance': consolidates the rules for managing federal grants: what costs are allowable, how to procure, how to monitor subrecipients, and when a Single Audit is required.
Most institutional policies on allowability, effort, procurement, and subrecipient monitoring trace back to it, which is why it underpins so much of research administration.
The 2024 revision applies to awards made on or after October 1, 2024. NIH awards follow different thresholds (NOT-OD-26-072), including $25,000 for subawards in the F&A base. OMB proposed a rewrite, the Uniform Grants Regulation, in May 2026, but it cannot be finalized before December 11, 2026. See the Uniform Guidance quick reference for every threshold.
Nearly every allowability and compliance question ultimately resolves to the Uniform Guidance: it's the rulebook auditors use.
