Subaward
A portion of an award passed through to another institution that performs a substantive part of the research.
When part of a project's scope is carried out by another organization, the prime recipient issues a subaward (sometimes called a subcontract or consortium agreement). The subrecipient is responsible for a defined piece of the programmatic work: distinct from a contractor or vendor, which simply provides goods or services.
Subawards carry monitoring obligations: the prime must assess subrecipient risk, review invoices and reports, and ensure compliance terms flow down. For F&A, only the first $25,000 of each subaward counts toward the MTDC base.
Misclassifying a subrecipient as a vendor (or vice versa) changes F&A recovery and who bears compliance responsibility.
