Suspension & Debarment
Government actions that temporarily or long-term bar an organization or person from receiving federal awards.
Suspension is a temporary exclusion from federal funding pending an investigation; debarment is a longer exclusion, often up to three years, following serious misconduct, fraud, or persistent non-performance. Excluded parties are listed in SAM.gov.
Recipients must confirm they don't make subawards or large purchases to excluded parties: doing so is itself a compliance violation.
Awarding funds to a suspended or debarred party is a violation, so SAM exclusion checks are a required step.
