Pre-award
System for Award ManagementSAM
SAM.gov, the federal system where organizations register to be eligible for awards and payments.
The System for Award Management is the government-wide registry every recipient must maintain to do business with federal agencies. It holds the organization's UEI, banking information for payments, representations and certifications, and points of contact.
Registration has to be renewed annually; a lapsed SAM record blocks new awards and can interrupt drawdowns.
Why it matters
An expired SAM registration quietly stops proposals and payments: keeping it active is a standing institutional task.
