Drawdown (Payment Management)
Pulling awarded cash from the federal payment system to reimburse the institution for what it has spent.
Most federal awards are paid by reimbursement: the institution spends its own cash, then draws down federal funds through a payment system such as HHS's Payment Management System. Drawdowns are expected to track actual expenditures closely, not sit as idle cash.
Over-drawing, holding more federal cash than you've spent, or drawing against a lapsed SAM registration causes compliance problems and interest liabilities.
Drawing cash ahead of spending it is a cash-management violation that can carry interest penalties.
