Authorized Organization RepresentativeAOR
The official authorized to submit proposals and legally commit the institution to a sponsor.
The Authorized Organization Representative, often the same person as the institution's Signing Official, is the only individual who can submit an application and bind the organization to the award's terms. PIs prepare proposals; the AOR submits them.
The role exists because a grant is a legal commitment by the institution, not the individual investigator, so submission authority is deliberately centralized.
Only the AOR can hit submit: proposals routed late to that office miss deadlines that can't be extended.
