Budget Justification Template

What it's for
A budget justification, also called a budget narrative, explains how each line of your proposal budget was calculated and why it is needed. This template follows the categories of the federal SF424 (R&R) budget and includes example language you replace with your own figures.

When to use it

  • Detailed (non-modular) NIH budgets, which need a justification for every category.
  • NSF proposals, where the justification sits alongside the budget for each organization.
  • DoD, NASA, DOE, and foundation proposals that ask for a budget narrative.
  • Internal routing, so your sponsored programs office can check the math before submission.

C. Equipment

[Item name and model], $[amount] in Year [N]. Equipment is defined as an item with a per-unit cost of $[5,000 or your institution's threshold] or more and a useful life of more than one year. [Explain what the item will be used for, why it is essential to the aims, and why comparable equipment is not available to the project.]

D. Travel

Domestic travel: $[amount] per year for [N] trips by [who] to [conference or site] to [present results or collect data]. Estimate per trip: airfare $[amount], lodging $[amount] for [N] nights, meals and incidentals $[amount], registration $[amount].

Foreign travel: $[amount] in Year [N] for [purpose]. [Note any sponsor requirements, such as use of U.S. flag carriers.]

  • Tuition remission: $[amount] per year for [N] graduate students, per institutional policy. Excluded from the F&A base.
  • G. Indirect (F&A) Costs

F&A costs are calculated at [X]% of modified total direct costs (MTDC), per [Institution]'s negotiated rate agreement with [cognizant agency] dated [date]. The MTDC base excludes equipment, participant support costs, tuition remission, patient care, rental costs, and the portion of each subaward above $[25,000].

    Tips

    • Make every amount match the budget form to the dollar. Reviewers and grants specialists check totals line by line.
    • Explain the basis for each estimate: quotes, prior spending, or published rates.
    • Justify anything unusual, such as large equipment, foreign travel, or a jump in costs between years.
    • NSF allows up to five pages for the budget justification. Check your sponsor's limit before you write.
    • NIH modular budgets do not use a line-by-line justification; they need a personnel justification and explanations for consortium costs or changes in the number of modules.

    Frequently asked questions

    What is a budget justification?

A narrative that explains how each line of a grant budget was calculated and why the cost is necessary for the project. Most federal sponsors require one with a detailed budget.

Is a budget justification the same as a budget narrative?

Yes. Sponsors use the terms interchangeably. Follow the label and page limit in your funding opportunity.

How long should a budget justification be?

Long enough to explain every line, usually two to five pages for a multi-year research project. NSF allows up to five pages; other sponsors set their own limits in the funding opportunity.

Do NIH modular budgets need a budget justification?

Not line by line. Modular budgets need a personnel justification, a consortium justification if there are subawards, and an additional narrative if the number of modules changes between years.

Should I include F&A in the budget justification?

Yes. State the rate, the base it is applied to (usually MTDC), and the date of your negotiated rate agreement.
