Cooperative Agreement
An assistance award, like a grant, but with substantial, hands-on involvement by the funding agency.
A cooperative agreement funds a public purpose the same way a grant does, but the agency expects to be substantially involved in carrying out the work: collaborating on direction, approving stages, or participating directly. A grant, by contrast, involves no substantial federal involvement.
The award document spells out the agency's role, which can mean more reporting and more decision points than a standard grant.
The agency's hands-on role means more oversight and approvals than a grant: the terms define exactly where.
